On 5 November 2003, the Post Office of Moldova (Poșta Moldovei) issued a postage stamp with the title Presidency of the Republic of Moldova of the Council of Europe Committee of Ministers. The issue comprises one stamp, with an associated cancellation (postmark) and first day cover (FDC). The designer was Iurie Derenji. The printing was performed by Cartor Security Printing, France.

The Committee of Ministers of the Council of Europe (French: Comité des ministres du Conseil de l'Europe) or commonly the Committee of Ministers (French: Comité des ministres) is the Council of Europe's decision-making body. It comprises the Foreign Affairs Ministers of all the member states, or their permanent diplomatic representatives in Strasbourg. It is both a governmental body, where national approaches to problems facing European society can be discussed on an equal footing, and a collective forum, where Europe-wide responses to such challenges are formulated. Vladimir Nicolaevici Voronin (Russian: Влади́мир Никола́евич Воро́нин, Vladimir Nikolaevič Voronin) (born May 25, 1941) is a Moldovan politician. He was the third President of Moldova from 2001 until 2009 and has been the First Secretary of the Party of Communists of the Republic of Moldova (PCRM) since 1994.
